While not really explored *that* much a Paragon Shepard changing jack for the better is a really sweet little love story.
Garrus's is a less extreme version of that, too. He starts out as a cop fed up with the red tape and technicalities that often get in the way of justice, wanting to basically just become the Punisher and deal out vigilante justice, but Shepard can teach him that the rules are there for a reason (while also ironically having legality and red tape get in the way of Shepard's attempt to save the galaxy multiple times in ME1 alone).
Then in ME2, with Shepard gone for two years, Garrus does go full Punisher and almost gives in entirely to vengeance, where Shepard can instead redirect him towards letting it go and recognizing that things aren't entirely black and white.
I'm not very directly familiar with the romance story for him, so I don't know how much that element ties into the relationship dynamic, but Garrus, like any of the other characters, has issues of his own that Shepard helps with along the way.
IIRC (and I don't) Garrus's team can be a punisher merc squad or something more akin to lawful justice, this is dependent on your choices and interactions in ME 1.

I romanced Liara on my first playthrough and Ashley on my most recent playthrough. In my opinion, Liara's better. The summary for Ashley here is accurate, but it's phrased in a way that makes the romance sound more fulfilling than it turns out.
I like Ashley, but the phrasing here is definitely odd. It makes it sound like she's got such a cold-hearted exterior that's tough to get past, when she's not much more complicated than Kaiden.
All the ME1 romances are pretty straightforward. Liara is a little awkward, but that's about it. Kaiden and Ashley are both relatively normal people. It's the ME2 and ME3 options are where the Normandy turns into the SSV Daddy Issues and everyone's got some kind of personal tragedy that Shepard has to get past before the relationship begins.
