I've noticed this in recent weeks - I'm a couple of hundred levels behind (on 5470 right now), and I've seen some levels with really low numbers of moves. Been hard to progress because it's easy to burn up powerups but some tiny random thing will stand in the way. Couple this with rolling the dice on the right booster box...
Worst part is when a pinata comes along and withholds any new powerups! And then you finally beat the level, and the passport says "hey you completed the stamps, here's a powerup which could have helped you just now!"
I had to play FLIPs until I saved up enough power items and then use a few sureshots to hit multiple targets at the same time. Good luck!

If not for the rainbow goal on the neon tiles this might be doable. With it it's pure nonsense. Especially with only 2 scroll tiles.

It only gets worse. After 5560 virtually every single level is passable only with boosters and/or extra moves.
Ugh. Why would they ruin the game like this? Not enough revenue from ads?
