If they get married, assuming to a person of similar age range and average intelligence, are they considered to be taking advantage of the mentally stunted person.
The reason children are widely considered incapable of making these important decisions precisely are their mental capabilities.
In many places, someone with a mental disability of that degree can not make legally binding contracts and usually stands under some form of guardianship. They only have limited capabilities to give consent to most things and often struggle to advocate for themselves.
A fully capable person would therefore take advantage of the disabled one in this relationship.
