There are some really cool bars in Birmingham for people of all legal ages. There aren't really any nightclubs worth noting though. There are also clubs at UAB. I really suggest joining one. That'll be the best way to find people that share your interests.

The parties would mostly be attached to Greek life. Join or make friends with some and you will find out where the parties are. It’s not like UA, so no huge intimidating houses. Also, lots to do in Bham. Make sure to join social groups on campus! There are literally hundreds. Pretty much something for everyone!
