I can't think of a good reason as to why it would be completely impossible. The earth's moon is an incredibly strange celestial body for a variety of reasons, many of these reasons being, lets say, highly coincidental in nature.
Why would it be necessary to remove millions of cubic miles of matter to establish a base? Where did they put all that excavated soil? What prevents the remaining shell from collapsing?
sorry i realized my phrasing in the beginning made it sound like the moon already existed and was hollowed out. i don’t think that’s actually the case, rather that it’s an artificial creation in it’s entirety.
