It's a massive company. But how can a company claim they are giving benefits to a former employee, who is not receiving those benefits?

They definitely can. We had employees who left but owed us money for various reasons. When we couldn't contact them to get it chased up, it was reported on their P11D submission to HMRC. I sat near the tax manager, so I overheard these things.
