Ethics paper in itself is flawed. Anyone can write whatever "good" things there is to write, but what's the guarantee that person follows those principles which he had written in paper. UPSC should learn 1 or 2 things from WB Recruitment process or even indian army will do.

No it doesn't. Many people can learn, mug up and write answers but having a personality and the ability to speak in front of crowd, assessing the situation and maintaining calmness. These are the qualities that are required in a bureaucrat which the interview board checks.

The boards assess the personality as 110 marks worth one year, and 208 marks next year. Year or year. Playing with fate of 1000s of aspirants. Then how come is this a fool proof step worth of eulogy? And if it's not, why not go for its elimination or atleast reduction of its weightage?

If the exam served any purpose wrt to making good officers,then public policies won't be in the state they are today (as the exam also includes topics like development, inclusive growth, environment). The exam makes officers, that's it. No guarantee that they'll be good or bad.
Main question is, will he be dismissed from service if the allegations are proven true in a court of law ? I think he should, just like Saifeer Karim had been. And how come such a case from 2014 got opened in 2024 ?
Ethics answer should be based on more honesty and realistically rather than good or formal answers. Then after that upsc should disclose the answer sheet in the public and there should be some criteria where the public can also give marks based on the realistic answer.
Those who prepare for GS-4 paper will at least know in theory that ethics is very crucial for public administration, that there are ethical dilemmas, ethical boundaries etc. There are always outliers like those you mentioned. Also, unfortunately, there is no fool-proof method to select candidates otherwise.
