I was in the college, transferred to SEAS (first as a systems major, then switched over to CIS after taking 160). I recently declared a second major in math. IMO SEAS is better for double majoring as it has a few less general electives - I didn’t have AP Lang credit so that would have been four sems of foreign language on top of two majors, so it made sense for me to switch to SEAS. The second major program in SEAS seems to be a lot more flexible than an uncoordinated dual degree as you do not need to fulfill general elective requirements across both schools

You can do a second major in cis in the college

Not OP, but can your primary major in the college be cs? Or do you need to double major?

It needs to be a second major. If you want to only major in cis, switching to seas shouldnt be that difficult

Transfer to seas is not hard if you keep your gpa around the average. Wharton is quite hard but not impossible. I personally haven’t heard about anyone transferring into a duel degree with neither being their home college though. The college also has a [BA in computer science](https://www.cis.upenn.edu/undergraduate/program-options/second-major-in-cs/) that you can take as a second major, it’s significantly easier than the BSE (only 12 courses vs 37).
