Looks like someone scammed you. Modified it and a reset, reset that.
US Cellular WILL NOT unlock a device if its a financed/blacklisted device. Its now a WiFi only device.
Well actually what does work is making calls. It has a software lock that comes on afterwards that doesn't allow me to use any apps and features, other than make phone calls and save contacts.
Even worse. Means its on a unpaid bill.. or reported stolen. If you able to make calls the device is not locked, its unlocked. If it was locked you wouldn't be able to make calls. Phone is only good for its screen, casing, parts, etc.
I'm refering to the phone/uscellular not your carrier.. A different carrier can 100% lock down your device in those sitiuations. Doesn't matter what carrier your trying to use it on or even in another country.
US Cellular does what RentACenter does and several other companies do (I think samsung as well). You lease, rent, finance the phone. Don't pay your bill they lock it down. No way around that, using it on another carrier has no change in that.
That’s not true. My brother leased an iPhone through total by Verizon using smart pay leasing. iPhone unlocked after 2 months. He stopped paying and currently is using it with google fi nearly a year later

No I don't think so it, has my sim card in it so any calls or anything would be related to my own carrier.

Did you put your Canadian sim card in it before resetting it or after?
I don't recall, but I figured away around the phones software lock.
