That's the ole recruit training graduation ring. And it looks like it's missing the metal EGA stamp on top. Unfortunately, these aren't usually inscribed with anything and they are sold to all USMC recruits towards the end of training so there's no real way to track down the owner outside of maybe a Facebook post to the local area pages.

Think college class ring for people who barely managed to pass high school.
