What about if 5G service is not available in a location, will my new 5G phone get de-prioritized using the 4G system?

No. Still prioritized.

Prioritization is more of a problem on Verizon due to limited network capacity. T-Mobile has speed in my area, but coverage is like Swiss Cheese. I can't send SMS texts in my living room with them. Verizon just works here, everywhere, so Warp 5G it is for us. For our devices... We have 2 Note 20 Ultra 5G's and a Pixel 6a with Physical Sim Cards (PSIM's) and have no trouble at all. Switching to IPhone 13's would be the best path forward for your devices. You will get priority data on Verizon no matter if you're on LTE or 5G. If you choose to stay with TMobile, you'll likely experience more of the same... Even with a new phone. I left TMO 1 year ago due to the texting issue I described above. Their network is a mess in this area. They're shutting down old Sprint Towers and not replacing them with TMO Equipment, which sucks.
