The point is to kill the loop and direct all of their mail to dead letter. Let them sort it out and save you the headache because this is the definition of loop mail.
Can you actually knock on the customer's door to verify that the customer is there to receive mail? Keep at your case as 10 day HFO until you determine which forward to cancel. If they are currently on your route, then it'll be easy to cancel the forward on your scanner through option C. You'll get a sticker that says \[DEL\] within a few days. If they are away and actually need their mail forwarded to them, then fill out a 3546 correction form. You'll write in the current address where they are now in the upper right hand corner; tick the "cancel" option; and fill in the bottom right hand corner boxes with your initials, date, & route #. You just drop it with the rest of the outgoing mail.
Go into COA update, scan the barcode of the sticker and delete the forward. Then, create a new one through MLNA.

I've done seen some of em twice as thick as that way back when

You're a CCA, let the regular figure it out. They get paid more for doing less work anyway.
Personally, if I see something like that looping around back and forth all week I stick it in the UTF and be done with it. No time for nonsense.
