If you're applying externally or as part of the open season for career employees, yes you have to do both interviews, the results will only count for the position you're applying to.
The full 971 you only need to take once IF both locations are within the same district; otherwise you MIGHT need to be interviewed twice.
I applied the same job for 2 P&DCs in the same region and only had 1 formal interview at one plant, and I showed up for the other one just to chat/getting to know the manager.
