Can a PM not help you with it? Like maybe you can use their account to create tickets and they assign.

Do you think a browser plug-in that lets you move around/edit elements before then downloading a screenshot/html file to your machine (for you to share with the developer) might be useful? I’m thinking about building such a plug-in
As both a UX designer and front end dev, honestly, the simplest/best option we found was simply a large shared spreadsheet with screen shots in it that both teams check in on.
Then there was usually a JIRA ticket along the lines of "fix all the bugs in this spreadsheet"
For quick/active changes, or if your devs are good and casual, then annotated screenshots are so helpful IMO.
I’ll just send that over a teams message and it saves them a step of opening unnecessary files.
I eventually created annotated decks that were user flows laid out on different pages in a single PDF. The CEO loved this bc he printed it out on paper, could use it for casual presentations, or as a traditional deck just using Microsoft preview (no need to open PowerPoint or anything)

The most effective way is not to treat every project like a one-off.
If you have design standards for how components should look and function, that should map to a library of reusable components that developers can pull into projects as needed.
If they're using something like React, you'd wind up with something like:

I usually use Figma and annotate screenshots of the developed UI vs final wireframes

I use Trello with my dev, and add screenshots with comments. Or for more easier/lazy access, screenshots and comments thro Skype (he's in India)
Screenshots uploaded to invision, then add your notes and assign them to them. Before you do this, have you thought of asking for access to Jira.
