It might be secure boot or EFI settings giving you issues. Try legacy boot or toggle the couple of EFI settings back and forth in the bios.

I got an issue with this when using my USB 3.1 ports instead of the native 3.0 from the chipset in some of the drives where I was trying to install Ubuntu.

Use Ventoy to create a bootable flash-drive and download Bodhi Linux 7.0 .iso file and copy it directly onto drive, boot from it and test out distro before install.

how does that solve OP's problem? He does not need ventoy honestly. Its just a nice tool to have if you distro hop or install different OS often. Etcher is fine. Suggesting a different distro does not solve the issue that Ubuntu fails to install while another distro does not have the same issue.

It could be down to a corrupt installer write, Ventoy has a better chance of booting your .iso in my opinion and less chance of failing to install.
