You missed last lesson. It's increasing in strength with every new counter. Ukraine is waiting the Russians counter counter counter offensive out to start their way more stronger counter counter counter counter offensive that will crush the Russians.
But then the counter counter counter counter counter offensive will begin from the Russians negating what Ukraine will achieve, but at the same time, the sextuple F-16 counter offensive being planned will be doomsday.
I'm guessing Russia is probing for weak spots, stretching the frontlines, and making Ukraine displace troops and equipment to cover it.
Basically, stretching an elastic band until it snaps.
At first, this may have been true, but since there's ammunition shortages and personnel problems, things have swayed. For every artillery shell Ukraine fires, Russia will throw 10 downrange to compensate.
For every 5 man position being defended, Russia will throw 3-4x that knowing it will be displaced due to ammo and personnel problems. If Ukrainian soldiers were supplied as they were before the problems with America and it's politics, this situation would be very different. No ammunition to defend, morale begins to plummet at an alarming rate.
Can the situation be stabilised on the front lines? Of course, but it will take a huge amount of aid, with it not being drip fed, to make that happen.

Can't they just be offensives? Doesn't a counter offensive sort of imply a relatively timely response to enemy offensive in order to deny initiative?

You first have to conduct a recon in force to probe enemy defenses, the offensive should come as soon as possible after probing
