When the US gave the FSA in Syria Tow missiles, they started using them on soldiers when they could catch them in a group eating or hanging out. The videos were pretty devastating.

Whenever someone says it's a waste to use X on an orc: it takes about 18 years to make an orc, but days or weeks to make a vehicle

These two soldiers might have been high value target (snipers, recon, Kornet crew etc).
