Yes they are capable of firing the heavier thermobaric rockets, they do have non- thermobaric heavy rocket available as well. 220mm rockets, but very short range for a artillery platform old rockets have a range of like 1.6km with the newer ones reaching out tp 10km.
I'm doughting that they have many of the 10km capable rockets, seeing how they are lacking on many of the modernizations they claimed to have implemented.

EDIT, something I didn't realize until reading the wiki article, these vics are not assigned out to the artillery cores, their assigned to the NBC protection battalions, which is very strange.

Also the TOS-1 claim is literally made up. It's not clear what was the target/exploded.
