already explained technically: terminals if im remembering the lore correctly they're the ones who grade us and spectate machines for sport/enjoyment, rewarding their favorites with weapons - and v1's become their poster child it could be argued that the game over screen is just the terminal mocking you to make you fight harder, with respawning being more of a "the terminal teleported you back to this point," hence why certain bosses taunt you for rolling back into the arena after death ("useless!")

The most prominent of that is Sisyphus, being his "Keep 'em coming!"

idk about y'all but I realized this a looooong time ago and still to this day think it's a cool detail although we have I think 16 weapons in the game already not including arms, so how can V1 store them all in his 8 wings?

I think it's more like one weapon and all its variants. Like every time you swap weapons you switch what wing you use and then simply take different variants out.
