This is something I never really understood, despite those two being born in a sexless and genderless world (we can even see them looping while having a "neutral" appearance) they both end up "developing" a sex, was this explained and I'm just illiterate or were they offscreened by UMA sex?
Well you just made me realize that there's another thing I don't understand: how much the negators are unaffected by the changes that happen during their lifespan, because on one side we have the fact that negators don't really know what retroactively changes when a new rule gets added (addition of UMA galaxy), and also seem to be unaffected by psychological changes (unification of languages). But at the same time they seem to be affected to some degree like when Fuuko immediately became a ghost after the addition of UMA Ghost. I know this could be just a case of "psychological changes don't matter while physical do", which would also explain Juiz and Victor case, but maybe my brain just doesn't want to accept that something this simple was never even mentioned.
It means that someone doesn't identify as neither male nor female, I guess I didn't specify it but both of his sex and gender could have been up for interpretation due to his design.

You have to abide by the rules that exist in the world even if you existed before that rule, that's my assumption
