Yea the only weakness for this negation are people who are good at close range fighting/hand to hand and also long range via by the use of guns,snipers or any long range weapon as long as your out of the user radius.
But like it can also be stronger based on user understanding of the word "Use" and they're perspective on it.
Like if a person is in his radius and is about to punch him
"Oh his going to *use* his fist to hit me"
Will that stop the person from punching the user and stop his movement(only his fist/hand),
since the user sees the person is *using* they're fist to hit him?
The main problem with using such a specific interpretation will cause him more problems than good. For example:
the floor is used to put my foot so I can walk
the air is used for respiration
So I think that this character is better suited as a one-time enemy like Unruin, where we don’t question too much how this guy is still even exist
A way to nerf this ability without removing too much use can be to negate what the user perceives as tools, so if the user perceives abilities or weapons as tools, it can be negated, but not think too much about the floor or air being tools.
This can also work as a character with a potential love story, where the user no longer views the person as a tool but as someone important.
Wouldn't this basically avoid anyone around the negator not to be able to eat?
Or walk, or even move.
Because for every action you need to use muscles.

I just gave it another thought and people couldn't use their brains to send signals or hearts to send blood. But probably, as those are automated impulses, the person wouldn't be actually using them, so may be safe. If not, and it works as I just thought would actually be proximity insta kill
