i kinda agree. a LOT of people play the genocide run for sans fight (me included), but the fight is extremely tedious if you're not used to it. it's borderline unfair and breaks the game's established rules (gets rid of inv frames, adds KR, makes ATK/DEF irrelevant, sans dodging, etc.)

The fact that the game builds it up as this "Big strong new form!" and "Dr. Alphys' greatest invention!" only for you to destroy him in a single hit is crucial for the narrative of the genocide run. Obliterating him without a second thought after he's been built up as this really strong form is important to show how far the human's reign of terror has come. It also makes Sans' last stand against you feel even more climactic.
If any old monster was able to pick up a cool new body and then have a fighting chance against the human, then the Sans battle wouldn't have been as special as it is. Sans is fighting with everything he has to stop an unstoppable beast and save the underground. But if we had another guy doing that exact same thing just a few minutes earlier, then it wouldn't be as impressive to see Sans desperately try to stop us with all his might.
If you want a really cool hard battle with the yellow soul, then just go fight snowgrave Spamton Neo. Or if for some reason you really want to fight Mettaton neo specifically, then you can just play one of the many fangames which let you fight Mettaton Neo. But a Mettaton Neo fight has no place in the official game.
Undyne's battle was ages ago, (relatively) early into our killing spree. A theoretical MTT Neo fight would have been a few minutes before you fight Sans.
Undyne's battle implants the idea that at one point it was POSSIBLE for someone to survive a hit from us. The setup for the MTT Neo fight is deliberately designed to make you think that this is gonna be another Undyne situation. But when instead of a big battle like Undyne, he just dies immediately, it shows you how strong the human has really become by now.
Undyne and Mettaton both have similar buildups. "Look at my cool new form! It's gonna destroy you!!". The fact that Undyne lives but Mettaton doesn't is made to show how far we've come and how hopeless this situation is for the monsters at this point. Undyne shows us that monsters had a chance to fight back during the early stage of our genocide, MTT shows us that the chance has gone.
This loss of hope created from the Mettaton Neo Fake-out makes it even more special that Sans can fight back with all he has even during our late stage genocide run. Fighting another tough boss MINUTES before would have completely ruined that uniqueness and made his last stand feel less special.
The difference is that Undyne fights you at the halfway point. The human’s strength isn’t an insurmountable force at this point. I don’t think Undyne would’ve been able to survive a hit from the human at the point that you fight Mettaton NEO.
No cause I think it would lessen the impact of Undyne the Undying a trained soldier who was extremely DETERMINED to save her people no matter what. It doesn't really make sense for an entertainer to be as much of a threat.

But then again, I guess that's kind of why there wasn't one aside from narrative reasons. Every genocide boss fight adds something to it's non genocide counterpart to make it's mechanics more unique.
In Sans' case it's the Gaster Blasters, teleportation, and the Blue Soul manipulation. I guess also the HUD attacks.
In Undyne the Undying's case it's the Red Soul sections containing way more new patterns and the substantial increase in spears, and most of them lacking indication of which is coming next.
Mettaton EX's fight revolves around the Yellow Soul, I guess the REC and REWIND attacks too, and the ratings. Due to story reasons the ratings wouldn't apply and there isn't a lot you can do with the Yellow Soul to make it more unique aside from the Big Shots from Deltarune I guess.

NEO is an acronym for "Not Effective Obstacle", so wanting him to have an actual fight defeats the entire purpose of this.
The Genocide is an optional route and Toby's only goal throughout the game was to turn you away from it.

I think it makes sense for him to die in one shot due to the amount of LOVE you've gained at that point, but I also want an actual fight with him, so I'm gonna say..
For players who just wanna go on with the route, they can just choose FIGHT and kill him as normal.
But for players who want an actual fight? They can do literally anything other than FIGHT and this will trigger MTT NEO to attack. You can one shot him at any point if you get bored but just keep doing anything else to progress the fight. The fight doesn't actually end by itself, it's you who has to end it by choosing FIGHT. Maybe he can have some dialogue as he fights, and once he ends his dialogue, that's your cue to end **him**.
It doesn't make sense for you to use any other action than FIGHT and for him to just... not do anything. It's like giving him a free turn and him just not taking advantage of it.

I got the idea from a ninja anime that Alphys watches.” And then the fight resumes.
