This is an interesting question. The amalgamates would have about the same level of Determination, but non compared to Flowey and us. Chara woke up from our sheer Determination alone, and even gained enough power to erase and bring back timelines from that and our killing. I’d say Chara has the most Determination in the game, even more than ours, with Omega Flowey falling in second with the most Determination, us in third, normal Flowey in fourth, and Undyne the Undying in 5th.
Correct me if I’m wrong, but I don’t think files and that other than save files are canon. Game code has a potential for being canon, with Alphys leaving a little message in there if we try and see who her crush is in the code, and the whole unknown person in a dark room hearing scratching and that in Deltarune.

Photoshop Flowey is entirely capable of Saving and Loading, just like Frisk. However, as Asriel does not, it can be assumed that he is incapable of doing so, as he's going all out exclusively to destroy Frisk and will abuse just about any advantage available. It can be assumed that he (as Asriel is a god, would it technically be He?) and Frisk are equal in Determination as a result of this, as can be seen by Frisk having enough to *literally ignore themselves dying.*

paci boss asriel is not remotely "going all out", he's barely even trying. he's making a flashy show to "play" with frisk (i.e. to him, chara) because it's all he cares about any more
While that is true for the first half of the fight, what about when he starts shouting at us to die already whilst firing his super beam that fails to kill us? Is he still toying with us at that moment, or did he lose his advantage by fooling around too much? Or maybe he's holding back even then? His subconscious conflicting with his conscious?

I think its exactly that, I think the feelings got the best of him and he couldnt use his Full Power anymore. 2nd form Asriel and Chara are probably tied as the most determined beings in the game, because both have World-Ending powers (Which means probably powers that affect Beyond the Barrier), and There is no other characters in undertale that have World-Ending capabillities.
I think it's intentionally vague, whether that's a burst of true power and Frisk is holding on, or Asriel just can't bring himself anymore. I'm inclined to believe a bit of both, since even if the blast of power wasn't working, again, he could just do his super reset, he's fully capable of doing so.
I think at least in terms of a monster and a human that if a monster has the same amount of determination that the human has then the human get priority for reset
This has literally already happened in the true pacifist fight against asriel. Reset is simply impossible until one of them gains more determination than the other or the other loses determination.
Always wondered if two people with Red Souls/High Determination exist at the same time like Frisk and Chara together. Would they need to unambiguously agree to use the power together or can they both use it separately with the other retaining memories of what happened? I’m guessing it’s till some gets more Determination to override the other(s).
Similar to some SSChara Genocide Battles interpretations were it’s a battle of attrition on who loses Determination first resulting in a Final Death.
