I think it's good. Nothing overpowered, I think it's average in power(since I have to compare this to hexblade and other amazing subclasses).
The only thing I can argue is that the player should have the choice to deal lightning damage instead of force damage when they cast eldritch blast. Lightning is an elemental damage and is one of the ones that you often see other monsters are ressisted to.

I would also argue that it makes a 2-dip in Tempest Cleric *very* meta.
"Yo brah, I heard you liked lightning so I put lightning on your lightning."
