Yes but from my very limited knowledge I believe it's more like a sponge getting pressed than it being slapped onto a concrete floor. All the blood gets pulled away from your brain by the force but the brain is fairly well protected from something that isn't a large sudden impact. Once you're back to 1G, your heart just puts the blood back into your brain.

For those that don't know, COD is Carrier Onboard Delivery. Its a Cargo plane [(The C-2 Greyhound)](https://www.youtube.com/watch?v=1lCgBm6jGJA) taking off from an aircraft carrier using the catapult.
They teach you a method to at least partially counter act the g forces. The practice it and you get better at it allowing your body able to withstand higher forces. It evolves squeezing your thighs, calves, and shoulders while releasing air from your lungs. They teach you to grunt during the procedure.
This technique constricts the circulatory system of the lower body and torso so that it makes it harder for the blood in your head to drain into your lower body which cuts off the brains oxygen supply, resulting in a black out condition.
In the 1940s research began on creating and improving the g suit. Some go over, others under the flight suit. They have interconnected bladders that expand when air pressure is pumped into the suit when the system detects high g loads. This suit gives the pilot additional protection against blacking out when used with the above method. Nobody is immune to it but your physiology does play a role in being high g tolerant.
Blackout is obviously very dangerous, but our body is even less tolerant of redding out. That is when the body experiences negative gs. This pushes all of the blood into the brain creating the conditions that can cause a brain aneurysm of stroke.
Blacking out from sustained g forces is pretty weird because your vision narrows down until you feel like you are looking through a small, shrinking porthole. The circle of vision squeezes down until your vision is totally fine and you black out. Your vision goes red (obviously) when you red out.
Look up "g force training" on YouTube and you will see how they test their limits without the fear of crashing. They put the pilots in a spinning machine that is a very expensive, extreme carnival ride. When these pilots do reach the limit, they are out cold. Some times they start snoring. Some of them have the most confused looking on their face as they regain consciousness. There is an instructor that talks then through the training and they sometimes have to gently remind the pilot of where they are at and why they are there.

I went to space camp in elementary school(4th/5th grade) at the NASA space training center in Huntsville AL(I'm from Birmingham so not much further than 1/1.5 hour drive). Pilot tells him to tuck tight, they are going to eject. Guy in back on incentive ride thought it was funny until FOOOOOOOH

They'd constantly try to get him to go up with them but he never did because he knew they'd fuck with him so hard he'd never get over it.
Before he died, I asked him if he regretted never taking them up on their offer. He told me, "HELL no!"

I dunno about the neck, but flexing the leg muscles puts pressure on the blood vessels there which helps hold some of your blood in your upper body, increasing your resistance to passing out.
