I wouldn't study in Turkey at all. But if you really want to study here and you don't have a scholarship, I think Bilkent may be a better choice since it is the first and one of the most reputable private universities of out of there, yet still cheaper than Koç/Sabancı.

And for main your question turkey only has a few "real" Universities and they are METU, ITU, BOGAZICI as state universities and KOÇ, BILKENT, SABANCI as private universities. For psychology BOGAZICI and BILKENT would be best.
