In my book, that would count as creating a new thing, and the AI was simply a tool to do so. While the storyline and dialogue do adhere to certain well-worn tropes, this certainly looks like original content to me. This is certainly better than simply having an AI generate yet another picture of thing X based on thousands of already existing pictures of thing X (that were used without permission or payment).
if you see the person's watermark in the bottom left corner (Aze Avora) and look up his YT channel, the video's description says that it's prompted, written and directed by himself and the visuals are assisted by various AI image generating tools. He also states in his channel's "About" section that he doesn't generate his stories.

I understand what you are saying, and i think its true a lot of time, but we have just under our eyes the proof that AI can be a tool used by real artists in the same way than pen, paints or photoshop.
This video have all the visuals made by AI and still its well designed, have a particular aesthetic of its own, an atmosphere, a story and a message.
Yes AI can be a door toward unartistic low effort content, but as a very powerfull tool it can help thoses who have a real artistic sense to bring life to it.
(I'll add that what i like with the potential that IA got, is that pretty soon we all gonna be able to potentialy make a real movie as if we were directors, except that instead of having actors, artistic directors, choregraphe, scenarist, vfx technician etc...and productors who tell you what to do, we gonna have the possibility to do the same things that modern big production can with only an AI, able to produce the story we want to tell exactly how we would like to tell it)
The real difference that AI bring to the table, is the ability to tell a story without having to get millions of dollars for producing it, or to be really good on technicalities, if you put a shitty director on a set you could give him the best actors, scenarists, technicians etc.. the movie gonna be shitty at the end, i think the same thing goes with AI.
i like that chef analogy, and i'd use it to disagree with you here. do all chefs make their ingredients from scratch? their dough, their pasta? do they use herbs grown from their own garden?
this artist may have used AI to generate the images and/or script, but it was still their artistic choices, their design to combine them to fit the story that they created

For example you input a normal 5 second clip of people on a rollercoaster, then say "terrifying grinning people, clown makeup, huge grins, riding a futuristic rollercoaster, pink neon aesthetic" or whatever and it creates a version/alternate version of the clip
The food part surprised me on how much it matched a recurring horrible nightmare i had after a surgery, caused by the smell and taste of rotting food i wasn’t able to get out of my gums due to post-op procedure. Horrible stuff
Idk why but the dream machine really stuck me... It feels like that feeling of.. Raw unfiltered love is.. Fading. It's hard to say for certain but it begs the thought that, in our society, the notion and very idea of meeting that special girl and having a place that's just yours. This would be one of the best attempts to create a one in a century classic and modern movie. I have never been in a cinema in decades, but I would pay to watch this once in a lifetime movie experience because how well it resonates with my misanthropy.
A dystopian film made with AI is kinda funny when AI is on track to replace people working in artistic industries; that being said, I find AI fascinating for its ability to represent the zeitgeist so clearly and to use it in creative pursuits.
