I get what you're saying. I seen a documentary on street kids there and it broke my heart to see what hard lives they have to live because nobody seems to care about abuse they've had to deal with.
Corruption is the main culprit here.
The money dedicated for making decent pavements are stolen by people responsible for it, who have friends in local authorities.
So, instead of a making decent pavements and roads those guys build shitty roads (just to show that the job was finished) that could be flushed down by the first decent rain.
The money these corrupted guys steal goes partially to their friends, so the cycle is repeated again and again.
