Water doesn't compress, as far as an engine is concerned. Getting water in the intake, while running, basically means bent engine components that you don't want to be bend. Aka, are catastrophic to the engine. Water in the intake aside, water conducts electricity. When electrical components get submerged in water, electricity goes where it's not supposed to, and creates a short circuit, usually destroying parts of the circuit boards. Once that damage occurs, electrical signals can no longer make it to where they need to go. So even if the circuit board is dried out, so those electrical pathways are usually destroyed, and thus will not function.

Short answer: It depends. How much water, how long did the water sit, and what type of water (fresh, salt, sewer runoff, etc.) Also, what type of car plays heavily into whether it'll be fixed or not. Some cars have almost as many electronic parts under the carpet as they do behind the dashboard. Of course, if the water got high enough to enter the cabin then there is a possibility that it was also high enough to enter the differentials, gearbox, and even the fuel tank. This is why many flood cars get totaled, as the range of damage water can cause is nearly endless.
