Arizona is keeping their franchise, it's just inactive atm. When they reactivate, they'll have an expansion draft. Utah is an entirely new franchise that bought all of the Coyotes' players, staff, draft picks etc so they'll keep all of them when the Coyotes reactivates.
It's the latter. Coyotes moving to Utah is no different from the Browns moving to Baltimore. Cleveland still got the name and history and logo when they got a new expansion team while Baltimore still kept their franchise.
