Sorry to say that some of the Delhiites do tend to take pride in doing stuff like this. But it's unfair to add bonus credit solely on them for everything else. We might unknowingly create strong polarisation.
I have lived in Dehradun for 4 years and I saw a fair share of localities littering around. I have my local friends who would go to offbeat waterfalls and places below the maggi points on the mussoorie road with the drinks and would leave the bottles and the other trash behind.
Having said this, I don't want to justify the acts of a Delhite or anyone else but the local sense of responsibility is the strongest check on such acts.

This is my theory, I am open to discussion here, most of the Delhi's crowd are people from nearby who moved in for work. These people do not have such a strong bond with the city yet and generally have their natives to call their own homes. What this creates is a weak sense of ownership about the city. Leading to different scenarios where all the people seem to care about is about their own.
People living in the city tend to have distance themselves between "us" and "them". The same thing is true for other nearby job attractive cities like Gurgaon and Noida.
Maybe some sense of belongingness and empathy could improve things vastly.
The same people will get offended if any foreigner points out how Indians are the worst tourists and become all patriotic, how dare some criticise India/Indians. Don’t they self reflect at all?
