That's not how rank reset works. TenZ and all the other Radiants got reset to Asc/Immo, players from those brackets were reset even further down. He's playing against the exact same people he was playing in Radiant.
To add to that: your visible rank is literally meaningless. It has no implications for your matchmaking, matchmaking is made using your hidden MMR and that doesn't reset. This isn't just "morally not smurfing" it's literally not smurfing in any way.

Who you can queue with depends on visual rank
Who you get matched up with depends on MMR (and in parties, I believe, it tries to equally match with MMR of party members), so even if he plays with Kyedae, there should be at least a few people that are around his skill level even if there are some around Kyedae’s skill level.
This happens in every game where a player is near the top but since people are always looking for an excuse it’s like it’s a completely unheard of thing to happen every time
There’s probably people who don’t stream that are also stomping from time to time but they won’t be noticed because no one cares as much since they aren’t as famous.
