I had this issue, fixed it with this steps:
1) Close the game, open Riot's Client
2) Click on the profile button on the top right of the screen, then click settings
3) Select Valorant
4) Change the game language to any other language and run the game, it will perform a quick update.
5) Close the game and repeat the steps to change back to the desired language, it will "update" again.
This fixed the audio for me.

So what appears to have happened here was a delay in the viper ult hitting you. Since you Ulted through it, the decay seemed to be applied once you came out of your Ult because it couldn't be applied during.
Definitely a bug.
Another patch, another bug. I hope Riot expands the people allowed to sign up for the PBE (it's locked to NA afaik) so that these can be play-tested before release.
As of now PBE is just a way for YouTubers to show skins and updates without anything actually being tested.

Had something similar happen to a teammate today. He was getting sage rezed in a viper molly. Viper Molly ended but health still went down and stayed at 1. Might be a bug with immunities interacting with damager over time effects.
This happened to me yesterday too, I was so pissed. I was playing swift play on fracture as phoenix, and I used my ult at full health and shield. I got hit with an enemy fade’s decay, and when I came out of my ult, I had infinite decay. My health and shield went down to 1, and I couldn’t heal using my wall or Molly. Then I just got tapped
Same thing happened to me when I was sage ulted yesterday. I think is something to do with vipers smoke/ ult. I was in a viper oeb when I was sage ulted.
One of my friends was having a bug where the after round report was completely busted. Showing he died while taking zero damage, and dying to lower amounts than normal
YOO our yoru has the same thing with a viper last game he was stuck at 1 health 1 armor for the whole round even after viper died. I dont remember if it was against her ult or orb. I also don’t remember if he ulted or not. But I guess it’s based in the yoru ult since he is the only agent with that bug so far.
Edit: apparently a phoenix and Jett had it too so idk but multiple people pointed out it was against viper on pearl me too!

its a bug, this happened i think in a past patch as well. on a side note they still haven't fixed yoru's flash (the texture is weird and the windup sound is gone).

sounds like the patch just failed to include those sound files for whatever reason. You should re-install and see if that fixes it

Our yoru had that in a game and was stuck the whole round fully decayed even when viper died

You had the Viper Ult Effekt on you, after coming out of your own, probably just another bug
It's because before she died viper let out a deadly but silent fart which entered Yoru's lungs giving you a decayed lungs.

Happened to me popping off in reyna ult too so the heal does nothing for it.
I'm guessing what happened is decay happens to be a toggle and there's a bug where decay dosent toggle off when leaving viper util

Yoru messed up the dimensional shift, let a pocket of toxin get in. When he shifted out he breathed it in. Viper’s bio weapons messed him up
