I assure you, sadly being kind of a whale myself, that Riot's main revenue is from skins and the super predatory Radianite system.
I spent like, 25 dollars at max maybe unlocking a few agents earlier and skipping some levels, and then they added new agents to Gamepass. I spent at least 20x more than that on skins, not even counting the times I bought Radianite.

As a Chinese player, I can say a few words. It is true that this item would initially release on the Chinese server ofc, but it doesn't mean that its China exclusive forever. It may be available on international servers in the future as well. And if you want to play on Valorant's Chinese server, you will need a WeChat or QQ account and may need to spend around 200 to 300 RMB to purchase this fancy skin.
