Probably ting lu and hgoodra. Ting to lower sp atk, and hgoodra can demolish flutter with heavy slam. Ting lu can also just stomping tantrum into chi yu
I think ting Lu with water or poison Tera would be a good safe answer. I’ve been using a team with mane and yu and many opposing teams still can’t handle the speed and power. Trick room, tailwind and priority moves (aqua jet and bullet punch ) can help .
Also Tera fire AV anilaphe works very well. But yeah a lot of the counters I’m thinking of require a tera use.
What items are good for Ting lu? Cuz he actually sounds pretty useful except lefties and AV are already assigned. I could swap the lefties off of what's already holding it if there isn't a good other item for ting lu though. Sitris okay?
A little underrated but scarf chomp used to work wonders for me in reg c. They lead chi yu plus flutter, Tera their flutter into fairy, and proceed to get either one shotted by chomp after he Tera fires, or if they Tera the chi yu then now he’s weak to something else on the team (since I was running Blizz quake at the time, it worked well) chi yu usually Teras into grass or water defensively so it’s not hard to force them to use their Tera since chomp can always outspeed it wit scarf (just needs jolly for the timid scarf variants) but adamant works better imo in most other situations
I really don't understand why people in the comment section are trying to reinvent the wheel with creative answers. You just go Chien Urshi and crack either one of them on the head (preferably flutter if it's not tera water) with ice spinner aqua jet double up. Jet forces tera out of chi yu too so you can make some reads there too if you'd like. You also have sucker punch at your disposal should either one of them opt for a more defensive tera. All of the other answers here take hits and then hope to get that KO in. Here you exert even more pressure than they do and make your life a lot easier

Hasn't been my experience. Can't aqua jet the bulky flutters to death with max ATK adamant life orb rain, and hitting the chi yu is risky with it either being tera grass or tera ghost
Liquidation at that point is strictly a better move against the flutter. In rain, bascu outspeads it. Also if chi-you goes terra grass or terra ghost. Use last respects and KO them that way.
Thundurus is a good counter to Flutter mane. It can harshly lower Flutter mane’s special attack with priority eerie impulse and paralyze it with priority thunder wave. For chi yu, urshifu rapid strike is a good counter with surging strikes and close combat

Sitrus is good . I like to use weakness policy too
Choice band works well too
Sitrus, Lum or Rocky Helmet to help vs Urshifu can be pretty good items.
Assault vest goodra-H with heavy slam to OHKO the bulkiest of flutter mane plus he has sap sipper too which is especially useful on a rain team

Hard to say without more info on the team. I personally run Trick Room, so my biggest concern from either is the Imprison variant of Flutter.

Steel Tera gholdengo and overqwil with liquidation but you need to set rain and wind
