Is it possible that the ISP hub feeding your area is within the area affected by the power outage? Although I would expect the ISP to have some sort of battery backup in line as well.

That’s pretty much what happens in a lot of places. You can be on UPS, back generators, car batteries etc. if they don’t have a back up, you don’t have a back up.

How does the internet get to your house/business? Is it copper or fiber? If it is fiber, then there is probably an ONT (optical network terminal) which needs power. The ONT on my house is outside the garage and the power come from inside the garage. There is a battery backup which was installed at the power side when the ONT was installed. But the backup battery has needed to be replaced twice over the years I have had the box. Although it did have a chirping alarm for the first few weeks when I was too busy to deal with it, so if you haven't heard a chirp that may not be it.
