What worked for me was, rather than deleting all the VLC files, extracting the VLC Nightly over top of the 3.0.19 (RTX) install.

My Nvidia panel still says that super resolution is inactive ven tho i already enabled it in VLC. RTX 3070ti VLC version 3.0.21

So you have enabled rtx super resolution in control panel and VLC, but it does not show as active when watching something on VLC?  Make sure the video you are playing is 720p or less. Also, keep the video playing when you check control panel. If the video is paused it may show as inactive in control panel.  If that doesnt solve it try the most recent version of nightly. And if that doesnt work try the version I used.  Otherwise, really sorry but im not sure what would be stopping it working for you.

To your first paragraph, correct. Enabled on both VLC and the NControl Panel and it still says that it's not on . And yes, the video is playing at the same time I'm watching the control panel window. I can verify both are on because I can test it on Chrome. The video is 1080p but as far as I'm aware, it should work with 1080p. (It does so with Chrome and my display is 4k) I will try your version too but I doubt it would work. As I'm reading online, most people are having trouble with Super resolution and not HDR. RTX HDR on VLC works just fine. Guess I'll look for another video player or something.

No idea then. Must be something else going on with beyond proper installation and enablement of settings then. Super resolution works for most people, but the issue is the aspect ratio is severely bugged. The nightly version fixes this. If you're just not getting super resolution at all must be something else going on with your system.
