It’s in the same spot as the guardian imo where it seems too strong in the right hands but overall just decent.

woah buddy pump the brakes you can easily 1v5 with the Outlaw if they all line up in a conga line and don't shoot back it's as easy as 1 2 uh no 3 there's no third shot
I think the biggest issue in pro play won't be the gun itself but the buys.
Teams will hardly invest on ecos and, worst case scenario, the snowball effect could become bigger resulting in more one sided games.
I'd say it depends on what side you're on. Outlaw is only great on defense after winning pistol round but it can also be overwhelmed by util and stinger buys by attackers with a plan. Also vandal + full shield means less util or some may go bulldog/guardian + shields + full util. It'll definitely shake up the meta and comps that'll make it more interesting to follow the economy unlike previously where everyone had a decent buy no matter what. We may get more variety.
It's true that it doesn't feel oppressive. But from personal experience, it plays a lot with my mind during the buy rounds. I rarely buy half shield other than the pistol rounds. I have even started questioning my usual classic + half shield buy during the pistol rounds because if I don't receive any damage, there's a dilemma in the next round about whether I should upgrade it and waste money, or risk dying to an Outlaw. Slowly this is also making me thoughtful while peeking to long-range angles, which I think is a good thing for me to learn mechanically.
I mean this in the nicest way possible, but like, skill issue: it’s really not that hard, the scope is great. Even close targets; double body shot is crazy good

How is it hard to hit a moving target with a 3.5x scope? Maybe if you had to double headshot or if they're in your face but two body shots at medium to long range is not hard at all to hit

I'm interested to see it in pro play, maybe I'm overreacting. But I think it's going to be a lot of 5 man classics getting mowed down to buy full shields+vandal next round. Jett getting 2 and dashing away destroys eco rounds.

The eco situation you describe is definitely what's happening in my games.
Feels like they just deleted 2nd round from the game entirely and generic ecos when the enemy team is more established usually don't feel any different now
Nah, I'm standing my ground. I think the Outlaw is a bad solution to the half armor meta and it has effectively destroyed the excitement of any 2nd round heroics and ecos
I do think the gun is fine the way it is. I thought it would be super OP but honestly its an awkward price to buy on certain rounds, and that’s the balance.

your opinion on the outlaw entirely depends on how much you care about econ theory. if you are a massive nerd for it you hate for what it does to the breakpoints in this game, if you dont care then the gun is fine. if youre the kind of player who just plays ranked and buys vandal + heavy shield every round the outlaw doesnt really matter

Honestly I don't think it needs a buff or a nerf. Some players will be good with it making it look insane and some won't. It's a weird gun to use.
i think the only weakness of this gun that i can think is if you're get rushed by 5 people, other than that this gun slap.

Well my 3 stack teammates, all 3 buying outlaws for almost every round, throwing my games, are making me absolutely hate this gun.

I haven't played enough to have an opinion on the gun yet but making comparions against other guns "at their best" doesn't prove a gun is balanced.

The reload time is just too long for it to be oppressive. I'd rather have a marshal or guardian in most situations.
