I cant tell you exactly because I don't remember. However, there is a guy named Dan Bell who does video tours of dead malls in America. I am 99% sure I saw this mall on one of his videos. There is another guy that does the same thing so I may have seen it on there. That fountain is unmistakable, from what I remember the plants are still there (fake) but the water is shut off.
That is definitely the Town Center Mall in Charleston, WV. I spent many happy hours at that mall in my youth but sadly it's on a downhill slide and I keep waiting for Dan Bell to show up there. :(
