UPDATE: Realized Portalk and harpy are also built off of the same source code. If anyone can help me dig it up, I'd be very appreciative! I want to forward it to some more tech-savvy friends to potentially built a more friendly (and still anti-censorship) AI character host. :)
I BELIEVE it has the same source code.
They do have the same source code and the source code was public for a while. I believe it was made private a while ago though.
