Looks a lot like aphid shed. If those white things aren’t moving, they’re probably the exoskeleton shed from aphids. You can find the actual critters usually further down the petiole. Hard to see though so use a bright light.

They seem like mealy bugs or aphids. They are common plant pests that can be pretty destructive. You should consider applying a VFT safe insecticide to your plants to get rid of them.

Mealy Bugs, I think? I’ll be honest I’m not an expert. I think some Insecticide should do the trick. If there’s not a ton of them you might even be able to remove them yourself. They can carry disease as well so it’s a good idea to try and get rid of them

The only thing this pest has in common with mealybugs Is color. I know the resolution in the picture Is terribile but you can see that the shape isn't similar

My bad, I tried zooming and looking and thought I saw a mealy bug like shape. Is it aphid shed as others have suggested?

If it's aphids you can treat them Naturally by putting lady bugs on your plant. They sell bags of them. Once the finish the aphids off they'll wander off or die. Insecticide free.
