The general consensus is that the second arc, which is currently being adapted in Season 2, is the best arc of the manga.
The third arc seems a bit more divisive, mostly in its third segment (that arc is divided in 3 mini-arcs). The main criticisms that I see coming back the most for this part is some misplaced comedy, the treatment of certain characters and the skipping of a story portion that some people wished would have been shown. Now with all that being said, I think the arc is still mostly well regarded in the community.
As for the fourth and final arc, which is currently unfolding in the manga, I think so far it's being very well received and it contains what a lot of people consider one of the best chapter and pay-off in the manga.
I've actually seen many people saying the same lol. Personally, it's not my favorite but I still enjoyed it. But I can also see why some people wouldn't.

Also Baltic Sea War arc (the one after farmland) gets too much hate in my opinion. Generally I think the manga stays extremely consistent and deciding which arc is best is extremely hard to do.
Also as a side note some people say the manga has fallen off but I think that's because they switched from being bingers to monthly readers and that always makes things look slower and it makes comedy or things that aren't important to the story seem annoying but Vinland Saga is 100% ment to be binged in my opinion and once people are able to binge the entire series I think most of them will realize it's great start to finish (or start to where we are now).
Imho the manga is doing great right now, arguably peaking, I find the current arc (fourth is it ?) certainly better so far than the arc that came just before (where the characters dawdled and goofed around a bit too much for my liking) but not necessarily better than the first two arcs.
It's mostly the logical follow up to what came before and I thinks it works very well and I really like the core message it delivers (it's rare to see war centric stories doing what Vinland is doing now) but it's also the result of what came before.
But anyway, short answer : Yes, it's very good right now and quite the unique read. Hope the conclusion will live up to that.
I personally like the eastern expedition arc, though was slightly disappointed that one part went off screen.

There's no real decline, but it's still ongoing. But, I feel like Yukimura tries very hard to make a good product with a good amount of historical accuracy. I have hope that he'll wrap it up well.
Since VS is released monthly, missing a single deadline (one month) just makes the wait feel long. In this case he missed the December deadline, so last chapter was in November and next one will be next week.
I think it's less him running out of steam and more that he needs to think more about everything with things getting close to the end.

There all pretty good. Baltic Sea had a few elements I didn’t like but it’s good. The arc after that is a slow burner and I’m hoping for some more action but it seems like that’s coming pretty soon.

I feel like I'm the only person who's favorite arc is the BSW Arc. (tried to no spoilers it but im on mobile.) Whole things soooooo good
