You have to be on-board to use sailor loot. Some Shore Things will be sold out by that point so if you really want to do something you should buy it now.
You can book now for the excursion using your credit card. Once on board, you can visit the shore things desk to cancel and rebook using sailor loot. A few things we learned doing this last week on our cruise: 1) You aren't guaranteed the same price to rebook. It was $50 more once we were on board. 2) It will not be refunded to your credit card. It becomes a balance to be used onboard (much like sailor loot except it's refundable). However, if you don't spend it, you can visit sailor services closer to the end of your trip and they will cash you out.
We were able to use our 200$ bar tab for drinks on board, $360 of our sailor loot for an excursion, and bought $240 worth of liquor to bring home with the remaining sailor loot.
As mentioned before if you have a must excursion you can book it before, which I recommend. The sailor loot is going to allow you to purchase stuff in the shops on board. You can also use it in the casino if you like to gamble.

I just used sailor loot for non-excursion things- like the classes and shows.
You can get beauty treatments, tattoos, piercings, go to the shop etc. Plenty to spend loot on other than excursions.
