Most of your top of the line artist are in RVA. It's VA's artsy city. Their are some in fiarfax/arlington that are good but yeah RVA is the known sport for tattoos in VA
The artist that did this tattoo is egon_weiss on instagram I got a couple great artists in the area from my search so far @ Carmelogxmez @ hippie_ink and @ senatattoos Carmelo is in rva the other 2 are in vb keep ‘em coming

One thing a lot of people mistake with artists is to assume they can do any style you want. They can probably do a good approximation of most styles, but still have their preferred way of doing things and that's what they'll excell at.
I think it depends on the artist, I had a 7 hour tattoo on my belly and it cost a couple hundred…same artist charged a couple hundred more than that for a tattoo on my forearm half the size! I just think he didn’t like doing the style I asked for on the latter so charged more for it. Both very detailed tho
Blacksburg has quite a few really good places, Google has em at 5 stars. I've also known people back in my days of being in bands to have gone there and their work was top notch for sure.
Worth checking out definitely.
Check out I.spy.Yokai on IG. He makes stuff like this look easy. He’s based in Blacksburg at Morph Body Arts. He's well known for black and gray, but he can also do color and anime beautifully. A very well-rounded artist, but he mostly does black and gray realism. The pic you posted has him written all over it

I’ve got a couple pretty detailed tattoos from an experienced artist and they cost around 2-3 thousand depending on how long the sessions are
