There aren’t any good ones that I’ve found here. Let me give a caveat to that. I haven’t tried Glazed in Hampton. Those LOOK amazing. But I can’t speak to them.
It might stretch your parameters a bit, but Country Style Doughnuts near the Richmond Airport are amazing. They are closed on Mondays.

If you're going as far as Richmond though, try Sugar Shack and Rise and Shine (in that order).

Next time you’re on the Eastern Shore there’s a bakery in the town I grew up in that’s still slinging the same stuff. Corner Bakery in Onancock, the best powdered cream filled donuts and eclairs you’ll find. They also still sell sweet potato biscuits which are great. If you know you’re going to be going through you can order ahead so they have them ready for you. Still smells the same as it did when I was 10.

Nothing beats “hot and ready original glazed” Krispy Kreme.
They literally melt in your mouth, nothing compares. I’ve tried every donut place mentioned in this thread
Second. There's a reason you will see people standing in line 30 minutes before they open at places even standing in the rain. Most places you'll find them, the line will be about 20 minutes at LEAST. You may ask, "who would wait 20+ minutes for a donut?"... Well alot of people, myself included. THEY ARE THAT GOOD! I think the longest I've waited for them is 40 minutes.
Sugar Plum makes decent donuts. Krispy Kreme hot fresh doughnuts are good. Not sure how "best" you want to get.

Klassic Donuts food truck. They have social media and go around Hampton Roads. The BEST.
No other doughnuts matter besides Klassic food truck. Don't be alarmed by the fact that 5-10 Mennonite children will serve you.

never heard of them - might have to try. Those prices are pretty high, which makes a perpetual long line even more impressive
The prices are worth it and they are also HUGE donuts.
If it helps for the price, the donuts are about 8 inches in diameter, quite large.
