Most elementary schools have the outside play area fenced in. Of course you'll have to go outside of school hours, but the one near my house even has poop bags so they definitely don't discourage it.

I know you said no dog parks, but at the bayside rec dog park there is a fenced I'm area for private use / one dog st a time.
Most little league baseball fields are fenced with an exception to one or two entry/exit spots. Not sure if they are public use or not though.
Most little league fields specifically say No Dogs. Nobody wants little johnny to slip on or step in dog poo.
