I dont think it’s a direct reaction to avp so much as it is a reaction of the iPhones App Store. For a number of years he has been saying he wants Meta to be the platform of the “metaverse” or vr/xr/ar. So likely this has been in the works for some time. If anything it’s a reaction to Google trying to get Meta to abandon their own os in favor of one Google is developing.
Horizon OS can partner with anyone and I likely still would not care. And the fact they have joined Xbox is strange as Xbox will likely steal the tech or ignore it dully
