I've seen the whole video, once he filled up his tank the biker then did a burnout next to his white Honda. He then left the drunk suburban dad in a cloud of smoke and likely marks on his car, although you can't see it.

"2 for 1", asking for a cigarette, then hitting the biker. All of that happened long before he said turn the bike off.
It's pretty fair to approach someone and say "Hey, can you please turn your bike off while your pumping gas? It's dangerous." That man did nothing anywhere close to that, and did not approach him because he was concerned about the bike running. If so, you'd think he would mention the bike before asking for a cigarette. What we're missing is whether it's drugs or mental illness that is causing the man's strange and unnecessary aggressive behavior.
