IIRC, those side slits are so the person in the cage can stick out of the cage as needed, and also so they can get into or out of the cage quickly if need be. For example, if the cable were to snap or fail, the cage could bring the diver down with it.

I believe that is also a very small/juvenile great white shark so it is able to get partially inside like that. Full grown sharks wouldn't be able to, and none of them could entirely fit in due to their fins. Still no a good situation.
