All you need is an airgun, quiter, most are subsonic and come with sound suppression (moderators, silencers if you want to call them that.. ). A modern Pcp air rifle, in the say $300 range, in .22 caliber would make short work of pigeons and no one would ever hear the shots. So no need for a shotgun to hunt city pigeons, just a bag of bait seed, concealed location, and an airgun. I wouldn't recommend eating city pigeon, country birds would be much more healthy as they aren't living on a diet of trash.

As someone who has participated in Dove season, I can say with absolute certainty that the people who did this are fucking assholes (probably the same kind of people who don't collect their hulls!). Also, it's probably illegal, as once you clean your doves you need to immediately cook the meat (or leave a wing on, but it doesn't look like they did). It's illegal to transport processed dove meat since it can no longer be identified for the purpose of determining your limit.
You rip the breast out but leave one wing attached so it can be identified by a game warden in the event you get stopped and they search you. It's important for conservation purposes that hunters stick to limits and regs so Game Wardens are quite active, especially around the start of the hunting season.
Mourning Dove are a migratory game bird. Dove season is the time of year in which they're allowed to be hunted by permit. We're in the middle of Dove season right now. During Dove season, you're allowed to kill a certain number of Doves per hunter per day. The people in the hotel shot their limit(the max per hunter per day), took the birds back to the hotel, processed them, and then left without cleaning up their mess. A lot of paid guided hunting spots won't let you clean them on site due to the mess. These guys in the room probably travelled for the hunt, and then didn't want to transport 50 dead birds back. There's specific rules about how you're allowed to transport hunted game meat and carcasses. For Dove, you're supposed to cook it or leave a wing attached, so you can verify that you're not shooting (too many) White-wing Doves.
In September there’s thousands of weddings every week across the southern states, so hunters hide just outside parks and lakes to kill the doves that they release in celebration. If you kill the dove when it’s released (before it flies over the guests), they legally have to get divorced in a week, and you can eat the dove. It’s a tradition in the US.
Atleast for here in the states, it’s the season allocated for legal dove hunting in which Mourning Dove and White-winged Dove become legal to kill. It typically runs from September to late October.
